Education Audiovisual & Culture Executive Agency (EACEA) of the European Commission 
EACEA was established in 2006 as an agency responsible for the management of certain parts of the EU’s cultural programmes. It operates under the supervision of its three parent Directorates-General of the European Commission, the Education and Culture (DG EAC), Communication (DG COMM) and EuropeAid Development and Cooperation (DG DEVCO), for the purpose of providing support in education, culture and the audiovisual field. Through wide-ranging programmes in culture, lifelong learning, higher education, media and citizen and youth programmes the organization seeks to promote international exchange both within and outside the European Union.
The Culture Programme 2007-2013 provides support in all areas of the arts to promote trans-national mobility of artists and cultural players, trans-national circulation of artistic and cultural works and product and intercultural dialogue and exchanges. The programme’s funding is available to cultural operators contributing to the development of cultural cooperation at the European level. With a total budget of 400 million euro for the seven-year period from 2007 to 2013 the Programme is able to co-finance around 300 different cultural actions per year. All of the support provided to organizations is on a co-funding basis. The following are programmes supported in 2013.
+Support for cultural projects
1. Multi-annual cooperation projects
Fosters three- to five-year trans-national cultural links by encouraging a minimum of six cultural operators from at least six eligible countries with funds of between a minimum of EUR 200.000 and a maximum of EUR 500.000 per year available. (EU support is limited to a maximum of 50% of the total cost)
2. Cooperation projects
Supports actions shared by at least three cultural operators from at least three eligible countries for up to two years with funds of between EUR 50.000 and EUR 200.000 available per year. (EU support is limited to a maximum of 50% of the total cost)
3. Literary translation projects
Support for translation projects from one European language into another European language of up to two years by publishing houses aimed at enhancing knowledge of the literature and literary heritage of fellow Europeans. Funds of between EUR 2.000 and EUR 60.000 are available. (EU support is limited to a maximum of 50% of the total cost)
4. Cooperation projects with Third Countries
Supports cultural cooperation projects of up to two years that involve at least three cultural operators, from at least three eligible countries and cultural cooperation with at least one organisation from the selected Third Country. Funds of between EUR 50.000 and maximum EUR 200.000 are available. (EU support is limited to a maximum of 50% of the total cost)
5. Support to European cultural festivals
Single-year grants limited to a maximum of 100 000 EUR and to maximum 60 % of the total eligible costs. Three-year grants are also available to Festivals giving access to non-national European cultural works to the largest possible audience.
+Annual operating grants for organizations active at the European level in the field of Culture
Cultural organisations working at European level in the field of culture can receive support for their operating costs. (EU support is limited to a maximum of 80% of operating budget)
+Cooperation projects between organizations involved in cultural policy analysis
projects relating to cultural policies and involving a minimum of three organisations established in three different countries and lasting from a minimum of 12 months to a maximum of 24 months can receive funds not exceeding EUR 120 000 for each year of activity, (EU support is limited to a maximum of 60% of operating budget)
